Procurement process opens for Stage 1 and 2 of InterLinkSQ intermodal hub

THE highly-anticipated next phase in the construction of InterLinkSQ intermodal freight terminal has been reached, with the procurement process open for construction works for Stages 1 and 2. 

InterLinkSQ has been working with businesses with the assistance of Toowoomba and Surat Basin Enterprise to deliver Stages 1 and 2 of the major regional infrastructure project.

TSBE general manager – Surat Basin Supply Chain Reagan Parle said TSBE was working with its members and assisting with the procurement process.

“Our projects team is delighted to be working with InterLinkSQ on early engagement of the supply chain,” Mr Parle said.

“It’s a first of its kind project for our region and we have all heard about it in concept, so this development milestone is an important one. “We are pleased to be a major part of the process.”

InterLinkSQ Chief Executive Officer Michelle Reynolds said this was an exciting announcement that would have significant flow-on of economic benefits to the Toowoomba region.

“We are well on track towards InterLinkSQ becoming a major hub for freight moving between metropolitan centres including Brisbane, Sydney, Melbourne, Perth and Darwin” Mrs Reynolds said.

“The InterLinkSQ project is about more than building rail and road connections, it’s about servicing the community through the provision of critical infrastructure and modal choice to help the region’s businesses and producers to improve their national and international competitiveness through increasing supply chain efficiency.”

Mrs Reynolds said the project would build Toowoomba’s prosperity and give opportunities for local businesses to benefit from the construction and operation of the site.

“We are focused on providing benefits to our community and the result in this instance is the opportunity to work with TSBE to engage with local contractors and suppliers in the delivery of this project.”

The completed InterLinkSQ project (including the InterLink Global Industrial Centre and InterLink Industrial) is expected to contribute $110m to the Queensland economy through the construction phase and a further $1.075bn in the operational phase, 80% of which is expected to be generated in the Toowoomba Local Government Area (LGA).

Contractors will have an opportunity to look at the InterLinkSQ site at an Open Day being held as part of the current process on Friday, October 21.

The InterLinkSQ Request for Expressions of Interest document will be issued through the Toowoomba and Surat Basin Enterprise (TSBE) business network and will also be available directly from InterLinkSQ.
The scope of works covered by this call for Expressions of Interest includes the construction of Stages 1 and 2 of the of the development, including 11 industrial lots and the intermodal freight terminal lot across a total area of more than 100 hectares.


Construction of Stages 1 and 2 will include:
• Approximately 1.2 kilometres of road and associated infrastructure including the construction of a large Type 2 Road Train accessible roundabout.
• Approximately 1.5 kilometres of the major drainage open channel works, requiring an estimated 150,000 cubic metres of bulk earthworks.
• Approximately 1 kilometre of underground stormwater drainage pipes.
• Two major culvert structures
• 2km of water reticulation
• 1.4km of sewerage reticulation


Timeline:
A Development Approval for the reconfiguration of Stages 1 and 2 is in place and an Operational Works Application for combined delivery of Stage 1 and 2 was submitted to Toowoomba Regional Council on August 31, 2016.

The call for Expressions of Interest for suitable contractors closes of November 9. 

Calls for Tenders for Construction expected on November 24 with contractors’ possession of site anticipated to be on January 9, 2016.
